Moncure of Richmond; four grandchildren, Harrison Moncure of Mechanicsville, Susan Moncure Mawyer of Cumberland, Shirley Moncure Wilkins and Beth Moncure Winn, both of Blackstone; and six great-grandchildren.
Moncure was known to many as “Judge,” “Little Man” and “Billy.” Judge Moncure was a lifelong resident of Blackstone, where he practiced law from 1935 to 1974 and served as Mayor of Blackstone from 1945 to 1974. In 1974, he was appointed General District Judge of the 11th Judicial Circuit where he served until his retirement in 1981, serving the counties of Nottoway, Amelia, Powhatan, Dinwiddie and the City of Petersburg.
During the Great Depression, he attended The College of William & Mary and the University of Richmond, T. C. Williams School of Law. Feeling the need to begin work quickly, he obtained a special order by the County Judge to sit for the bar exam after completing only two years of law school and passed first attempt in 1934. In 1940, Moncure did land acquisition work for the Army Corps of Engineers in Baltimore including the Camp Pickett military base. He returned to Blackstone three years later to begin his law practice.
During his long career, he served as Selective Service officer for Nottoway County during WWII, Red Cross War Fund Chairman, Chairman of the Nottoway County Democratic Party and Attorney for the Town of Blackstone prior to becoming Mayor in 1945. The late Blackstone Police Chief Bruce Farley once remarked that Moncure began his service as Mayor in 1945 and, that despite predictions following the War, the town didn’t dry up. He said Moncure pushed for progress and worked to gain industry for the community. Moncure was proud to have served with the former town managers, the late R. David Maben and the late Ed T. Freed, whom he gave credit for carrying out the programs which made Blackstone the fine town that it is today.
Judge Moncure was an avid hunter and fisherman and could often be found relaxing at his farm just west of Blackstone.
A graveside service was held on Wednesday, June 18, 2008 at 11:00 a.m. in Lakeview Cemetery in Blackstone. Following the service, visitation was held at Slaw’s Restaurant in Blackstone.
