Authorities say that an ex-CPA, who stole more than a quarter million dollars from a company based previously in Nottoway County, still owes more than six figures in restitution.
A capias was issued Friday for Ryan Elton Shipley, 41, of Chester, for Contempt of Court (Failing to Appear last Friday in Nottoway Circuit Court) and felony Violation of Probation.
Shipley stole approximately $254,095.33 from his former employer, YakAttack, over the course of several months — March through September of 2019.
He was sentenced in June 2023 to 120 years in prison with 118 years suspended. As part of a plea agreement, he was ordered to make restitution, plus interest, after being released from prison. By the time he was sentenced, Shipley already had repaid part of the sum and still owed $163,617.37.
According to Nottoway Circuit Court this week, one online payment was made by Shipley on July 25th of this year in the amount of $204.00 — $192.66 was applied to restitution, $7.34 was applied to interest, and $4.00 was applied to a convenience fee.
The current restitution balance, not counting interest, is $163,424.71 — or $192.66 less than when he was sentenced.
Online court records Friday listed Shipley as a fugitive.
YakAttack, where Shipley served as Controller, was located in Burkeville and has since relocated to Farmville.
It manufactures unique, high-quality kayak fishing accessories and gear. The company President, Amelia native Luther Cifers, is now a member of the Virginia State Senate, where the Republican represents the 10th District.
Defendant Shipley was indicted in July 2022 after a State Police investigation.
The Summer 2017 edition of Accrued Interest — the newsletter of the Virginia Board of Accountancy — reported that Shipley’s CPA license was revoked in May 2017, that he was ordered to pay a monetary penalty of $5,000, and remove the CPA title from all signage and listings.
