WITNESS SAYS CIA PUT CHIP INTO HIS HEAD
It took a Nottoway County jury last week less than 10 minutes to acquit a Blackstone man of a felony drug charge.
Daniel Allen Seamster, 35, of Blackstone was found Not Guilty last Friday, Feb. 27th, in Nottoway Circuit Court.
Seamster was among nine residents indicted last Fall by a grand jury after an investigation by the Nottoway Drug Task Force. Seamster was charged with Manufacture/Distribute Schedule I/II Drug — Third+ Offense. The alleged offense date was May 15, 2025.
During trial last Friday, a confidential informant (“CI”) testifying for the Commonwealth told prosecutor Leanne Watrous and jurors that he hasn’t been the same since the CIA inserted a chip into his head during the COVID pandemic.
Defense attorney Gordon Peters asked the witness about the chip in his head as well as his prior criminal record.
Defendant Seamster didn’t take the stand. In closing statements, Peters raised questions about the informant’s credibility and told jurors that society has a real problem if a defendant were to be convicted based on such incredible testimony.
Had Seamster been convicted, he was facing the possibility of a sentencing ranging approximately 10-17 years.
Aside from the claim about the CIA, the informant’s testimony about the alleged drug transaction was corroborated by Drug Task Force member, Blackstone Lt. Tony Mayton, who also testified. There was also a recording of the transaction played to jurors.
Police often use undercover informants to make drug buys and many of them — due to the nature of the “business” — don’t have clean backgrounds. The “CI” who testified Friday had not testified previously for prosecutors in any other local drug cases.
Before being indicted in September, Seamster last Summer had been declared a fugitive.
He was captured Aug. 7th, 2025 in the 400 block of Rocky Hill Road and charged with three counts of Contempt of Court/Failure to Appear and two counts of Violating Probation.
According to online court records, Seamster in July 2021 pleaded Guilty in Nottoway Circuit Court to two counts of Distribution/Sale of Schedule I/ II Drug. He received a total of 10 years in prison with all 10 years suspended.
In that same case, Seamster received two years in prison — with one year suspended — for Possession of Schedule I/ II Drug.
