Well-known and outspoken Nottoway County conservative, Stuart Cardwell, wore an ICE cap to Thursday night’s Board of Supervisors meeting. He wasn’t there to detain any potential illegal immigrants — but he did speak passionately against a proposed 1,314-acre solar facility near his home on Mallory Hill Road.
