The Courier-Record reported in January 1986 –40 years ago — that “Nottoway County’s K-9 Hilton, which will satisfy state regulations for the care of stray dogs,” would open soon. “The pound will be heated during severe cold weather and will be cooled in the summer. Cost to the county was about $10,000 with work done by Southside Skill Center students.
